PCU / Mixed Traffic Flow Converter

Convert multi-class traffic (veh/h) with PCU factors into total flow in pcu/h, flow per lane, average PCU factor, and optional v/c check.

1. Global parameters

Used to compute per-lane flows q (veh/h/ln) and q_pcu (pcu/h/ln).
If provided, v/c is computed and flow is checked against this capacity.

For each class i: PCUᵢ = Volumeᵢ · pcu_factorᵢ.
Total PCU flow: Q_pcu = Σ PCUᵢ. Average PCU factor: F_avg = Q_pcu / Σ Volumeᵢ.

2. Vehicle classes & PCU factors
